This was just missing from the last commit

The input density matrix always has zeros in the offdiagonal entries,
since these entries are dismissed during mixing.
This means the distance in the offdiagonal is essentially meaningless
and only confusing to users

It is activated whenever alpha or beta angles are unequal to 0.0 but l_noco is set to F..

STABILITY : Add normalization in k vector search for LOs to make finding independent k vectors more likely

There were some leftovers here from when the greens function had 4 spin entries
with offdiagonal parts

This is actually implemented

The new parametrization leads to less needed iterations
and should also complete all 3 force relaxation steps.

Merge, because Gregor did stuff.
