      The requirement for these changes became obvious by a totalview comparison with
      the old reference version. The values that are in the arrays match the old version
      with very high precision.

      At the moment this variable is without function. Later it will be used as a switch between the Yukawa and Coulomb cases in the potential generation.
      Since the preconditioning parameter is now stored in the input file and since both the Coulomb and Yukawa potentials are generated in a calculation with preconditioner, the switch cannot simply be based on the value of the preconditioning parameter. This is quite ugly and we might want to change this somehow later.

      The problem was that the 2nd dimension of vCoul%pw was set to 2 by the assignment
      modified in this commit. This lead to an MPI broadcasting problem as it was only
      done for rank 0. At some point one should check whether we actually need more
      than the 2 spin dimensions for this potential contribution.
