Core: Implement monitor rescaling

BioDiff now has a monitor, HEIDI and POLI have always had one. The monitor allows a fractional rescaling based on the beam intensity as a function of rotation angle. This rescaling should be done AFTER the integration, so as not to ruin the counting statistics (maybe as part of the rescaling workflow).
